New EU Toy Regulation: Well prepared for next year

On December 12, 2025, the new Toy Safety Directive was published under number (EU) 2025/2509, further modernizing European toy legislation. Requirements for safety, transparency, and chemical compliance will be more clearly regulated in the future.

What is new and important?

  • New substance bans and restrictions: The limits for chemical substances are being tightened. This affects allergenic fragrances, PFAS, certain bisphenols, PFAS, endocrine disruptors, and preservatives, among other things.
  • Extended risk assessments: Before a toy is placed on the market, comprehensive safety assessments must be carried out – chemical, mechanical, physical, and electrical.
  • Digital Product Passport (DPP): A key new element is the digital product passport, which will be mandatory for every toy in the future. It makes safety and conformity information more easily accessible and supports market surveillance and customs controls.
  • Clear obligations along the supply chain: Responsibility for safe, compliant toys is more clearly distributed among manufacturers, importers, distributors, and online marketplaces.

The regulation has a transition period of 54 months. The new regulation will therefore become binding for all toys offered on the EU market from August 1, 2030. The previous Toy Safety Directive 2009/48 will then be repealed.

Even though many regulations will not take effect until the coming years, it is already worth taking a look at the new requirements – especially with regard to material selection, documentation, and testing strategies. Addressing these issues early on helps to avoid risks and keep products safe and marketable.
